How do I stop digging?

   just looking for a bit of advice. how do i stop my dog diggin out in the back garden.she only digs where the earth is exposed where plant beds used to be. she has her chew toys out there and she is never left there for long. sometimes only 20 mins and when i come back she has dug another hole! i tried the pepper and vinegar technique (putting it in the area where she digs)  but it doesnt seem to affect her at all

any ideas for me
its hard to catch her in the act
