I am not sure how you can stop your pup from eating horse poo. It might be a habit which could stop when he gets older. Some dogs are like that, they'll eat anything. Maybe if you catch him in the act and say a firm "No", over time that might stop him.
As for the fast eating the only thing I could think of is a bowl which slows the consumption of the food down. Something like this: http://www.zooplus.co.uk/shop/dogs/dog_bowls_feeders/plastic_dog_bowls/single_coloured/195569 - http://www.zooplus.co.uk/shop/dogs/dog_bowls_feeders/plastic_dog_bowls/single_coloured/195569 Bit expensive, I'm sure if you did a search you might get a cheaper/better one.

I think the name of the bowls are brake fast bowls, they have three sort of knobs sticking up so the dog has to work around these to get the food. You could also try sticking a large rock (not small enough to swallow) or tennis ball in the bowl with the food to have the same affect, they usually aren't smart enough to remove the object before trying to eat.
As for eating odd things it could just be a habit she's picked up or a sign of a deficency, most likely just a pup that likes to eat everything he see's!
How many times a day are you feeding him? He should be fed 3 or 4 small meals throughout the day, a pup of that age can't handle 1 large meal a day so if you are doing this he could just be hungry. Also what brand of food are you feeding him?
